Dear Scott Catalogue User:
In this introductory letter for Volume 4 of the 2008
Scott Standard Postage Stamp Catalogue we repeat a question
that we have asked in other introductions this year: Is this the first
time in several years that you have purchased or consulted a Scott
Standard volume? If so, the thousands of value changes plus edito-
rial enhancements contained in the 2008 edition is only the tip of
an iceberg.
Over the past five years, from the 2003 through the 2007 edi-
tions of the Standard catalogues, more than 645,500 value changes
have been made in these volumes alone, not counting the tens of
thousands of additional changes made in the Scott Specialized
Catalogue of United States Stamps and Covers and the Scott
Classic Specialized Catalogue of Stamps and Covers . That is more
value changes than the total number of listings in these Standard
catalogues and yes, we do keep a count of these things. Most of
these value changes are value increases, and many stamps have
had their values changed more than once during this time period.
The message here is this: If you have not checked Scott values
recently, it is time you did so. Values overall have increased during
the last five years, and many values have increased significantly.
Staying on top of the current market will allow you to make better
buying and selling decisions. And the Scott Standard catalogues
reflect that current market.
We continue to receive a great deal of favorable feedback
from customers concerning our printing of the catalogues in color.
We are constantly adding to and upgrading the images, rescanning
when necessary. We are down to the last half of one percent, and
the master list of images remaining to be scanned almost seems
manageable. For example, in this volume there are now only about
200 black and white images that have to be converted into color
scans.
What’s new for Volume 4?
There are more than 12,000 value changes in this year’s
Volume 4 of the Standard catalogue. The value changes in all the
volumes this year, which overwhelmingly have been increases
so far, have been driven almost totally by market prices and only
indirectly, if at all, by currency exchange rates. However, a general
statement is in order concerning currency exchange rates. Since
the stamps in this volume were valued, currency exchange rates
for both the euro and the British pound versus the United States
dollar have swung significantly in favor of the former currencies.
We will have to pay special attention to this trend to see if it sus-
tains itself over time. Economists are telling us that the trend may
well sustain itself. Collectors should be aware that if it does, then
pressure on the U.S. dollar would become evident in the stamp
marketplace as well as other marketplaces. The result will be that
desirable foreign stamps will cost more in U.S. dollars and that
catalogue values may become somewhat understated.
What countries have seen the most activity in
Volume 4?
Countries with large numbers of value changes are an inter-
esting mix. Jordan leads the way with 2,315 value changes. The
Democratic People’s Republic of Korea (North Korea) has 1,114
value changes plus 675 new major numbers which we will discuss
shortly. Other countries with significant numbers of value chang-
es include Libya, Lithuania, Malagasy Republic (Madagascar),
Martinique, Mauritania and Niger.
In Jordan, there are modest to fairly significant value gains
throughout, including back-of-the-book issues. Somewhat typical
is the 1964 20f block of 10 space issues, Scott 435, which moves
to $9 mint never hinged and $8.75 used, from $6.75 mint never
hinged and $6 used in last year’s Volume 4. The imperforate 100f
value, Scott 436, increases slightly to $12.50 both mint never
The value changes in North Korea affect all periods, but
they are especially strong in the 1946-60 issues, where substan-
tial increases are often seen. Many of the wholesale sources of
these stamps seem to have dried up. Even the reprints (actually
reproductions) have become much more difficult to find. Increases
appear for both unused and used stamps through about 1955,
and for unused later issues. There remain large stocks of modern
canceled-to-order stamps in the marketplace, and prices for such
stamps remain low and unchanged.
Many perf 10 ¼ and imperf varieties among the early issues
of North Korea increase sharply. Values have been added for two
rare items: Scott 12, the 50ch red brown 1948 third anniversary of
liberation from Japan issue, is now valued unused at $3,000, and
Scott 13, the 50ch indigo and red stamp of 1948 commemorat-
ing the adoption of the Korean DPR constitution, is now valued
unused at $2,000.
Libya sees scattered but numerous value changes in the
1912-40 issues including back-of-the-book stamps. There are many
noteworthy increases, such as the 1934 50c-25 l + 3 l Seaplane
over Tripoli Harbor set, Scott C14-C18, which jumps to $289.50
unused and $505 used, from only $183 unused and $192 used
last year. The 1921-23 30c-2 l “Italia” Special Delivery stamps,
Scott E3-E6, move to $55 mint never hinged, $22.35 unused and
$62.50 used, from $26 mint never hinged, $13 unused and $25
used last year.
What’s new on the editorial side?
Undoubtedly the most important editorial enhancement to
Volume 4 this year is the addition of six more years of the stamps
of the Democratic People’s Republic of Korea (North Korea). The
stamps from 1995-2000 have been added this year, as we move
ever closer to updating this country to the present day. In this
major project, we have added and valued 675 new major numbers
this year alone.
In Lebanon, three new major numbers have been added to
the 1999 gold overprints oriented as crosses. These items are Scott
533K, the £1,500 denomination, valued at $18 mint never hinged;
Scott 533N, the £5,000 denomination, valued at $50 mint never
hinged; and Scott 533O, the £10,000 denomination, valued at
$100 mint never hinged.

Number Additions, Deletions & Changes listing for these and other
catalogue changes. In this volume, you will find this listing on
page 1510.
